Cannot use the card and they will not refund money

I purchased a $400 card for my daughters trip to Europe. They activated the card and then wanted Drivers license (she is too young), ssn (not required until she is 18) and a utility bill with her name and address. The card did not work and they have promised me refunds twice. Now they say they changed policy and she has to spend the money on the card. But they wont activate the card because we don't have the 3 items they demand for her identity check. The Vons store won't refund the money and Visa 1 refuses to return the money. DO NOT BUY THIS MONEY CARD UNLESS YOU HAVE HOURS AND HOURS TO TRY TO TALK WITH THEM - TO GET NOWHERE!
